In 1916, U.S. Congress took measures to update the Militia Act of 1903 and the organization of the U.S. National Guard. The National Defense Act of 1916, Pub. L. 64–85, 39 Stat. 166, which was enacted on June 3, 1916, created the national Reserve Officer Corp Program.
